The paper deals with the compatibility between the cost recovery principle, introduced by the Water Framework Directive (n. 60/2000) and the water contribution systems operating in Italy, based on a case study on the Reclamation Board of Ferrara (Italy). It is shown that, while the Directive commits members to adequately recover costs from users (agriculture, industry, households), the share of costs actually recovered by the Board from the users is limited to operating costs. The investment, environmental and resource costs are basically ignored. To encourage the application of the Directive, the paper discusses the need of an institutional redesign and a change concerning cost accounting procedures. In addition, it examines the possibility that the principle of “recovery of benefits” is recognized by law. The recognition of such principle would allow the Board to require a payment from the beneficiaries as a compensation for the production of environmental externalities.
