Italian Municipalities (IMs) have been subjected to capital rationing due to the reduction of transfer payments from the national budget, restrictions imposed by the European Stability and Growth Pact, and national fiscal discipline. To guarantee territorial economic development, IMs have been attempting to implement New Public Management principles and new financing strategies. This paper examines municipal financial decision-making for investment expenditures, under budgetary restrictions. It proposes the application of the Analytic Network Process in a number of IMs in the province of Frosinone (Lazio region), to verify whether they use analytical methods and techniques to optimize value for money.
