This paper investigates thè ròle of thè social safety net, and labour market events on thè decline in family cash welfare that occurred during thè period 1994-199G. Drawing on three cross sections of thè Russian Longitudina] Monitoring Survey, we find that thè decline in living standards may largely be expìained by changes in thè labour market. Among these changes, reductions in thè returns to thè time spent in employment and increasing frequency of wage arrears are most important, more so than increases in unemployment or thè fall in real wages among workers who were fuìly paid. The contribution of falling state transfers to falling living standards is nonetheless substantial. We also find that thè sources of thè decline in househoìd welfare vary substantially across quintiles.
