This paper describes the history of the protection of bibliographic cultural heritage, from the first laws about the protection in 1919 to the creation of the "Soprintendenza Biliografica" in the Ministry of Education, from the policies of administrative federalism in the 70s, to the reallocation of the functions to the State and lastly the creation of "Soprintendenza Archivistica e Bibliografica" with Franceschini reform in 2015.
