The self-determination of citizens can be thought of as an indicator of the health condition of a democracy. It is an indispensible factor for the functioning of a democratic system. It is an indicator of possible perils in a democracy, and it warns of stresses that need to be dealt with before they become too large to contain. It is in sum a true resource for societies. Self-determination is not therefore an enemy of institutions and the political system. On the contrary, it is an ally, to be heard and valued. The development of a community must be characterized by a solid link between its economic condition and its legal rights. In its absence, conflicts are destined to multiply, increasing the challenges of governance.
