The work draws on advices from the literature and ongoing investigations related to the Italian context to examine some problems and perspectives of the mutual fund for income stabilization (IST) under the proposed CAP reform. The paper discusses the weakness of incentives for different farm types and the limits of IST as a risk management tool. Possible improvements of the instrument, in terms of both palatability for farmers and IST integration with other tools and approaches to risk management, are examined with reference to the limited room for maneuver allowed by the current formulation of the package of risk measures, but also in view of further CAP reforms aimed at strengthening the instruments in support of risk and crisis management.
