The contribution will start from a literature review on the Structural Funds (SF) and will examine how these instruments realize the economic and social Cohesion Policy of the European Union. The purpose of the SF is “reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas” (EU Treaty, Article 158) through projects and actions planned in collaboration between the Regions, Member States and the EU; those actions are agreed at EU level but implemented at local level. The aim is to deepen the relationship between the use of SF and the socioeconomic development of the territory using the quantitative tools of territorial assessment. The contribution will analyze the channels of funding management and the mechanisms of local control. It will eventually lead back two case studies (Andalusia and Calabria) to the general picture, identifying the reasons behind the virtuous processes triggered by some European regions that have used effectively the SF and the reasons behind failures in less virtuous cases.
