There are growing expectations and fear - on the outcome of the COP15 United Nations Climate Change Conference that will be held in Copenaghen in December 2009, aiming at a new agreement on global CO2 emission reductions. This article illustrates a new framework for allocating a global carbon reduction target among nations, in which the concept of "common but differentiated responsibilities" refers to the emissions of individuals instead of nations.
