A brief analysis of American local government in terms of its activities of socio-economic intervention leads to the conclusion that local politics are, all in all, characterized by conservative proclivities and neglect of the poorer and weaker groups in society. For quite a long time now progressive social policies have been largely, if not solely, carried out, at the local level, by the Federal government. This state of affairs is a source of disillusonment to many an observer, for it contradicts a cherished assumption of traditional institutional literature whereby local government is the locus where the probability of a participatory democracy is maximized. This paper argues that such an axiological assumption is unfounded: local government is but a device for the spatial diffusion of political power and the conditions affecting its actual performance must be looked for elsewhere. Finally, an interpretation of the basic properties of American political decentralization is set forth: with reference to the concept of institutional redundancy the point is stressed that the fabric of American government is aimed at preventing extremes of disorder and confusion in a turbolent political environment
