Growing volumes of refuse and a scarcity of disposal sites plague cities everywhere. Municipal governments worldwide are struggling to find the best methods for managing their household and industrial wastes. Particularly in developed countries, the premium now placed on open space and environmental quality is restricting the use of traditional techniques that lead to a not neglectable impact. The systemic approach to the waste cycle singles out the strategic role of the following actions: to minimize waste production; to improve the environmental acceptability of waste; to plan, at regional level, waste management policies; to promote energy and secondary raw materials recovery from waste. Italy has to face, in the very next future, a real emergency due to the dramatic unbalance between waste production and operating waste treatment facilities. Enormous investments are required, while the public administrations do not appear sufficiently equipped, as far as technical and human resources are concerned for managing successfully this national effort in the field of prevention and reclamation. The aim of this work strictly pragmatyc approach, constraints and perspectives of a rational waste policy in Italy, aimed at both developing the secondary raw materials market and protecting environment and human health
