61The article proposes a methodology for identifing the time necessary for a bill to become a law, overcoming the difficulty of the cases in which a bill is absorbed by another one. Are given results of a research about the different length of the law-making in the Senate and in the Chamber of Deputies according to political proponents and matters. The A. concludes commenting that efficiency and effectiveness of the legislator need a theoretical frame: a general theory of the function of the law as a support of a modern science of the legislation
