The recent Italian legislation on local government (1. 142/90) overcomes the actual lag in realizing the constitutional principles about "local autonomies", defining new relationships between local governments and regions. These relationships are now viewed as a complex but unitary system. After having analysed the institutional and organizational profiles, the Author faces the questions arised from the existence and activity of national centres of political powers (i.e. political parties and unions in primis) that in the past had a large responsibility in the crisis of the regionalisation process
