This essay contributes to the discussion on the efficiency merits associated with different environmental policies. After stating a methodological approach which calls for a distinction, though not a separation, between economics and politics, two orderings or environmental policy instruments are proposed with reference to reversible and irreversible environmental damages. The formers are associated with "demerit goods" while the latters are associated with "negative public goods". The instruments of direct regulation, either uniform or not, are compared with pollution rights markets and, less significantly, with environmental subsidies and taxation. As far as the subsidies are concerned it is argued that they belong to the "polluter-pays principle" though in a reversed way. Because of the perverse effects associated with environmental subsidies it is proposed that they are abolished, as economic environmental instruments, with few exceptions. Taxation is superior to pollution rights markets as far as technological innovation incentive is concerned, but the latters are superior to the other policy instruments if reversible damages are at stake and only second to uniform direct regulation if irreversible damages are
