The Italian Constitutional Court has recently provided a unitary legal definition of environment as a consequence of a similar trend in Eec rules and regulations. This unitary attempt has to be compared with the multilevel government of the environment which comprehends State, Regions and local authorities, each of them having a different perspective and competence on the matter. The result is a low level of confidence and consent between public bodies and a correspondent lack of confidence of people on public actions envolving environmental problems. A possible perspective could be found in the new Italian procedure act (law 241/90): public bodies of central, regional and local level could usefully apply rules permitting negotiations and agrees as introduction of formalized decisions. These new procedural means could be usefully applied on environmental matters in order to by-passing current difficulties and inefficiencies
