The author examines the responsibilities pertaining to the State and to the Regions about the environment, on the basis of the constitutional principle of collaboration. The necessity to completely realize this principle on the considered section is asserted, because it allows both a total protection of the concerned interests and becauseit is the best criterion for solving the existing conflicts among the institutional subjects which have the responsibilities for the realization of the related constitutional principles. The importance of the collaboration criterion is confirmed by an analysis of the jurisprudence of the Constitutional court, which states that, especially on the environmental field, the relations between the State and the Regions have to be based on a mutual integration, rather than on a excessively thorough and formalistic defense of competences and prerogatives.
