Resorting to the instrument of the bilateral agreement between Member States of the European Union, just like the most recent Quirinale agreement between France and Italy, the paper reflects the increasingly need to a more up-to-date diplomatic instrument, in order to solve not only the complexity of the European regulatory procedure, but also the even more articulate domestic organization of the States in the definition of national positions. From this perspective, through a fellowship based on mutual trust and solidarity, bilateral agreements are able to define a more stable structure in cooperation, strengthening positions and gathering consensus on specific and shared political goals
