The pandemic has stressed relations between the State and the Regions.The state has forced its duties to govern the pandemic uniformly. The Regionshave claimed their centrality by invoking the need to better protectterritorial interests. From this comparison a confused and contradictory setof prescriptions, disciplines, interventions, actions arose. This article aims tosuggest a return to the «technical coordination» model for a more rationaland efficient management of the pandemic.
