Based on a mixed economy of private ownership of farmland and public ownership of infrastructure land, dispersed parcels of farms could be Consolidated through exchange of private ownership and location into compaci land units. In this process, intervention of governments, education of public opinion, active participation of farmers, and combination with overall rural development are necessary, and application of satellite remote sensing and computer technologies is beneficial.
