This article provides a systematic literature review of digitalization in the public sector, bringing together academic and nonacademic research on digital government in the fields of public policy and administration, public management, and welfare studies. The article maps and explores a sample of records according to the following themes: (a) conceptual and operational definitions of public sector digitalization; (b) advantages of digital government strategies and conditions for their success or failure; and (c) determinants and impact of digital government. The article identifies several theoretical and empirical lacunae in the literature, and argues that the policy sciences still have much to offer with regard to advancing our understanding of the variety of contemporary digitalization strategies and their impact on governments and society.
