The concept of social innovation is receiving increasing attention in welfare policies across Europe. The article focuses on We.Ca.Re., a social innovation program financed by the European Social Fund and adopted in the Piedmont Region. The evidence suggests the introduction of minor changes in welfare systems. The stability of these interventions is often questionable in the long- run, together with their adherence to the core concepts of social innovation.
