0The cultural routes are goods of cultural heritage and benefit from amultilevel legislation. They are relevant at international,European, nationaland regional level. At international level, the cultural routes are regulatedby the most importantorganizations that are responsible for the safeguard ofcultural heritage: the Council of Europe and the Unesco. Also theEuropeanUnion actively participate to the process related to the protection and thevalorization of the cultural routes, throughspecific policies, projects,programs, and awards. At national level, Italy lacks of a regulation of thecultural routes in the Codeof cultural heritage and landscape, that is theprincipal legislative text on the subject of cultural heritage. However, stillatnational level, a discipline on "thematic itineraries" is providedin the Code of tourism, as well as a discipline about the c.d."wineroutes", which is contained in a specific law. At local level, Regionshave prepared specific regulations to protect theircultural routes, with whichthey achieved - in some cases - optimal levels of protection. The summaryanalysis of the multilevellegislation permits to make some considerationsabout the constitutive elements, purpose and juridical nature of the culturalroutes.
