The Fischler reform of the Common Agricultural Policy establishes that all farmers receive the direct payments in a decoupled single farm payment (DSFP), based on historical references and subject to compliance with environmental, food safety and animal welfare requirements. The SFP is broken down into payment entitlements that will trigger direct payments only if accompanied by eligible hectares. With reference to these rules, the study evaluates the economic impact (related to entitlements availability and the other coupled payments) and “secondary” environmental impact of the decoupled payments scheme, at national and regional level. For these purposes, the sector economic model CAPRI and ELBA are implemented with the regional payment entitlements transferred to the Italian farmers and the scenario results are compared to evaluate the environmental effectiveness of SFP.
