For a long time, during the so-called First Republic, education policy has been characterized by a monopolistic role of the bigger three trade Unions. They have represented a privileged partner for governments and political parties and have exercised a strong veto role. This situation has undergone significant changes in the last two decades, and now the politics of organized interests in Italian education is characterized by being more pluralist and issue driven and by a stronger and effective role of government in pursuing their policy goals.
