This paper values the possible consequences of the Art. 1 of the Decree-law 91/2013 that endorsed the implementation of the "Pompeii project", co-financed by the European Union, comparing it with Art. 9 of the Act 352/1997, which started the first phase of the autonomous management of Pompeii archaeological site, finding some analogies and many differences, in particular in the governance.
