545Constitutional monarchy is generally considered to be the typical form of government of the transitions between absolutism and parliamentary monarchy. A comparative historical study, however, reveals it to be the typical form of government of liberal constitutionalism, in which modern theories of the separation of powers matured and the idea of government was rethought in a dynamic sense. In monarchical Italy, a royal-parliamentary dualism persisted, preventing a complete parliamentarisation of the institutional set-up and making the function of government precarious. This precariousness recurred in the republican age, and a better understanding of its underlying causes may prove useful in critically analysing contemporary governmental dynamics.
