The author considers the American experience during "Regulatory State" to the "Administrative State". the change from the the function of the Independent Regulatory Commissions is particularly considered on the basis of the ideological premises and the institutional patterns. Finally the critical inquiries carried out by the United States Government with respect to the regulation system and the respective amendment proposals are here defined
