A Government with no majority and no opposition creates new problems to political scientists and jurists. In fact the results of the political elections of the 20th of June 1976 have deeply modified in Italy the balance of powers among parties while generating new complex phenomena quite difficult to be defined according to the Constitution. By analysing the recent events of the seventh republican Parliament, the authors have done their best to put into evidence the effects of the changed political and parliamentary situation of the strongest opposition party, which has lately turned into a determinating support of the Government of mister Andreotti
