School districts are an integral part of local government organisation in the United States. An examination of the urban school district at this point in time gives us an insight into the degree of local autonomy and into the limits of this autonomy in the government and administration of city schools. After focusing on the role of the urban school system and on some recent legal developments, the author examines the legal and organizational setting and the financial aspects of urban school districts. Three case studies of the New York, Boston and Detroit school districts are presented as they illustrate problems facing city schools in the '60s and '70s. In conclusion the newly formed Italian school district is examined and some fundamental differences between it and the American counterpart are underlined
