The administrative functions in urbanistic matters have been transferred to the Regions by the decree D.P.R. n. 616; at the same time a complex of functions in various matters have been transferred or delegated to the same Regions, however, they are always subject to the order and manage ment of the Territory, such as the functions related to the protection of the environment. In the meantime, it has been clarifyed that the exercise of a State function to orient and coordinate urbanistic matters can be only to determine the fundamental guidelines for the territorial orders; conse quently, the possibility, as is contemplated by the decree D.P.R. n. 8 of 1972, to establish through this function urbanistic standards and elaborate national territorial programs is excluded
