The Civil Service Reform Act has among other thing abolished the Civil Service Commission an old government institute that dealt with public works in the United States. The article describes the new Office of Personnel Management, the Merit System Protection Board and the Special Council, which have substi tuted the C.S.C. Furthermore the article deals with the Senior Executive Service, a special body of political office holders, also created by the law as well as economic incentives, and the classification of efficiency evaluation systems
