64The author analyses the nature of the relationship between parties and their constituents, as expressed by the vote, as well as the effects of this relation on the governing institution in its policy-making process. According to the author the vote has a two-fold value. On the one hand it chooses the members of Parliament in the formation of the political representation. On the other hand it determines the extent of consensus that each party or political group receives. Two distinct channels are establisched from these two points, by which the citizien's needs are made known to the governmental institution. One is formed by the circuit known to Constituency Parliament, and the other by the circuit Consti Parties Public apparatus in general. The author examines the major role which the second of these circuits has played in the last three decades as well as the immobility of the Ideological vote and its negative consequences, and subtle destabilising ideological the mechanics of the "majority-minority opposition", and finally the relations that political parties establish with parliamentary groups and with government organizations, as well as their intervention the formation of governments, on public economic bodies and on the direction of general policy
