After the liberation of Florence from the Nazi-fascists, the Tuscan National Liberation Committee (Ctln), which had led the insurrection, became a consultative body of the Allied military government. In this role, the Ctln advocated for the creation of the Regions, as decentralizing bodies of the future democratic system and formulated these proposals in a document sent to the government in Rome (November 1944), which also asked for the convening of the Consulta nazionale, as a parliamentary body, composed of anti-fascist parties and democratic organizations
