It is a second report of a research about the Italian problem of the "administrative non applicability" of many bills because of lack of their "administrative coverage". The A. gives here three other examples of bills poorly applied because of that: in the public education sector, in commercial infrongements and in family advisory bureaus. The A. also recalls the s.c. "theorem" of the organization-administrative coverage of law ("the capacity of the administration involved is necessary condition even if not sufficient of the applicability and effectiveness of any law") and illustrates the connections, or better, the coincidence, between effectiveness of law and efficiency of public apparatus in an administrative State
