The A. examines the very important changes occurred in the parties constitutions and rules during the past twenty years. The pressure of big eventy in the international life and the political and social growth of con temporary Italy both produced radical reforms in the programatic and organizative section of the parties Rules. The new trends towards an "open party" structure, a more stable leadership, more active legal guarantees in the procedure for suspending and expelling members who are guilty of breaches of the party rules or any other conduct detrimental to the party are greeted by the Author as meaningful sings of a higher political civilization
