Governments in North America are engaged in finding sites for new facilities where toxic wastes can be safely treated and stored; yet many people do not want toxit waste in or near their communities. Are Canadian political institutions better equipped than their U.S. counterparts to solve that conflict between government initiative and local opposition? This article overviews the legislation and the institutions active in the field of toxic waste in Canada and the United States, and presents the results of a comparative study of four attempts to site toxic waste disposal facilities in those countries. The study shows that success or failure is less dependent on broad institutional arrangements than on local conditions-such as local elites' early involvement in and support for the siting project
