The new Ministry of the Environment presents some structural and functional ambiguities. One of these is the lack of a peripheric organization, that is replaceable with difficulty by structures belonging to other Ministries or public bodies. Therefore, the new Ministry will have to prove its capacities of planning and implementing environmental policies through two periodical reports: the two-year report on the state of the environmental and the yearly report on the state and the activities of the Ministry itself
