The report analyses the legislative output of the 18. parliamentary legislature and compares such output the par regional one. The investigation concerns legislative initiatives and times necessary for bills approval, distinguishing them ac- cording to their contents. The result is that Parliament is not more efficient than Regions in Italy. The Author concludes by emphatising the need for a more continuous efficiency (the report shows that the legislative iter is quicker in the first and in the last year of the legislature) and a parliamentary control on the effetiveness of the statutes
