So-called "administrative transparency" is nothing but a great metaphor, which can be given different meanings. The "external transparency", which is nowadays the prevailing one, finds its legitimation in the principle of people's sovereignty: therefore, from this point of view administrative transparency is also a tool which allows the exercise of people's sovereignty in the administrative eystem as well, thus integrating the traditional exercise of such principle in the political system
