The paper, starting from a theoretical framework of global constitutionalism, investigates the possibilities of developing an institutional structure capable of responding to the demand for democratic legitimacy of the new global governance; it is therefore argued – de iure condendo – that such a configuration of the international community, from the point of view of supra-state constitutionalism, could come about by recovering a “federal logicµ to restructure the current global system as a decentralized and multi-level federal system.
