Discussion of unemployment benefit in Hungary often takes place without adequate information on the functioning of the benefit system. We look at receipt of Unemployment Insurance (UI) benefit, using microdata drawn from administrative records of the benefit system. Taking a 10% sample of the stock of benefit recipients in March 1992, we analyse the distribution of benefit amounts and entitlement periods at that time and simulate the effect of changes introduced in 1993. Receipt is determined in a much more complex way than a casual look at the 'rules' might suggest. We also consider the impact of the income tax system and the relationship of benefit to both past and prospective earnings. We draw lessons for the analysis of unemployment benefit in other Eastern European countries in transition.
