A framework is proposed for investigating the effect of evolutionary selection on a population where some agents learn. It is shown that learning behaviour when aggregated has different properties than when considered at the level of the individual and that a combination of learning and evolution has different properties in terms of stability than when considered separately. Convergence is shown for all 2 x 2 games and a famous 3 x 3 example.
