The answer to the question of whether insulting or hateful speech about religion warrants intervention by the state is answered differently by different stakeholders and players in this topical global debate. The objective of this article is to identify lobbying processes carried out by both religious and secular organizations that aim to influence the positions taken in this debate by political and expert bodies within the United Nations.
