The industrial policy - aimed at improving the process of internationalization of the Italian industrial system - must consider both the foreign direct investments (FDIs) in Italy, and the Italian investments abroad. Both policies are necessary even if the first one creates new jobs and the second one destroys old jobs. In fact manufacturing FDIs in Italy use expensive production factors (for example, highly qualified workers), whereas Italian manufacturing investments abroad look for cheap production factors (low salaries as well as cheap raw materials). As only the so-called “active” internationalization process is considered in the Italian industrial policy, the paper focuses some proposals about the “passive” internationalization too. The case of Piedmont, the region most involved in the industrial crisis of the Ninenties, is analysed in order to show how the FDIs could contribute to finding a solution to the unemployment situation.
