This paper investigates the globalisation of production in the telecom sector, one of the most globally dispersed segments of the Information Technology industry. The evidence confirms that leading manufacturers in the United States have been driving globalisation of telecom production, by outsourcing stages of production abroad, mainly to East Asia. Over the last twenty years, East Asia experienced industrial upgrading from labour-intensive activities (assembly) to the manufacture of telecom components. Recently, two trends have emerged: on the one hand, Mexico has been increasingly serving the United States as a production base for telecom equipment; on the other hand, there are stronger production networks within East Asia, as Japan and the first-tier NIEs are increasingly outsourcing to emerging Asian economies. This suggests that the emergence of regional groupings both in America and in East Asia is altering the geographic location of telecom production from global to regional production networks. Important implications for the industrial upgrading of different emerging economies in Southeast Asia are discussed.
