Under the pressure of competition, the tariff regime for telephone services in Italy is undergoing major changes. The general tendency is towards higher entry free, higher prices of local calls, lower prices of long distance calls, prices proportional to marginal or average costs ( no cross-subsidization) and uniform across countries. While for countries like Great Britain or Germany this process will probability be beneficial for household costumers, Ialian consumers, at least in the next few years, are likeky to loose because they start from a relatively priviledged position with respect to the business sector wich is no longer tenable. In this paper we develop and estimate a microeconometric model of household customers' demand for telephone services in Italy which is useful to simulate the behavioral and welfare effects of structural changes of the tariff regime.
