The paper focuses on the lack of an integrated system of continuing vocational training (CVT) in Italy, resulting from heterogeneous policies adopted since the 1990s. The paper is structured into four sections. It first provides a background framework by analysing the high level of complexity characterizing the CVT sector. Second, the paper proposes a classification of the main policies in the field of CVT preceding the Piano Nazionale Ripresa e Resilienza (PNRR). Third, the paper presents an analysis of the current Italian CVT system focused on some negative effects produced by the previously examined policy. The analysis is based on original quantitative data gathered in the context of several broad surveys on CVT systems carried out by the INAPP. Specifically, in this section the analysis highlights crucial limits in relation to CVT driven by employer-provision. In the fourth section the paper proposes a reflection on the need for modifying the existing model of multilevel governance of CVT, which has not proven fully appropriate. In conclusion, the paper explores the extent to which the newly adopted Piano Nazionale Nuove Competenze might represent an inspiring model.
