Italian cabinets active during the last two decades have devoted crucial attention to the promotion of competition. The spread of the global economic and financial crisis has drawn further attention to this issue. In 2015, the adoption of a comprehensive law on competition, during the Renzi cabinet, represented the final step of a lengthy process, where many actors and interests, both institutional and private, were involved. This resulted in a final policy which only partially reflected its initial aims. In the insurance sector, this work addresses the policy roles played by lobbies throwing light on their composition, strategies and resources. In conclusion this article argues that the relevant lobbying activity throughout the formulation phase were the main driver of the final policy outcome.
