This essay is inspired by the analysis of an activation program implemented in a local dimension. Within this program, the funding of internships represents an incentive to employ for the firms. Based on this empirical research, it is possible to propose some considerations related to the risk that this measure (the funding of internships using public resources) does not meet the aims of strengthening the formal channels to access the labour market and of supporting the most disadvantaged unemployed. The case study shows how the analysis of organizational models and implementation process increases our knowledge about the existing and non existing connection between this measure and other activities targeted to unemployed people. Most depends on how companies and beneficiaries access to economic resources and on how delivering organizations work together.
