The legislation that introduces probation for adults has two fundamental goals: the first is to facilitate a form of justice that gives priority to the victim of a crime and the second is to promote an empowering action of the accused person. In particular, the law considers that the person, through the realization of a therapy program that includes forms of reparation of crime, public utility works and voluntary work of social commitment, reaches the aim of removing harmful consequences of offence. The Ufficio di Esecuzione Penale Esterna (Uepe) has the task of accepting the request, making a social and family survey, elaborating the therapy program with the consensus of the person involved, and verifying the realization of this program. Uepe of Verona and Vicenza carried out a research - on the initial period of law application - of this type of user with the aim to show a first representation of this phenomenon and to give some evidence in order to reflect upon the purpose of the legislation.
