The first part of the article provides a broad overview of the change of European youth policies as training and employment policies. The second part deals with Youth Guarantee, the main European programme of Active Labour Market Policies designed for Neets and analyses its application in Italy, especially in Lombardy. The paper concludes with a reference to the limits and prospects of Yg in Italy in relation to the expected outputs and the structural change of youth policies.
